Resolution 18 sets a number of specific goals up to 2025 as follows:

- By 2023, amendments to the 2013 Land Law and a number of related laws must be completed, ensuring uniformity and consistency.

- Complete the building of a digital database and national information system on land in a centralized, synchronous, unified, multi-purpose and inter-connected manner.

- Complete the consolidation of the entire state management of land in order to be streamlined, efficient, synchronous and unified; eliminating intermediaries, promoting appropriate decentralization and decentralization, accompanied by a mechanism for checking, monitoring and controlling power.

- To basically solve problems related to the management and use of land originating from state-owned agricultural and forestry farms; land for national defense and security in combination with production and economic construction; land of production facilities and non-business units that have been relocated from the centers of large urban centers; encroaching land; religious land; cemetery land...

By 2030, the Resolution aims to fundamentally improve the legislation on land, ensure synchronization, consistency, and conformity with the institution of development of a socialist-oriented market economy.

Overcome the state of wasteful land use, land fallow, pollution, degradation, and problems in land management and use left by history.
